The 20th Century has been hailed as a century of great scientific and technical advancement and also a century of World Wars of violent, conflict and devastations. However, promotion of social service and social welfare has become the major objectives of emerging nations in Asia and Africa. Although the lead in this field has been taken by industrially developed states of the West, substantial achievements were not made in developing states.
